There's an Ed Hunter, registered pharmacist, mentioned in the April and July 2014 Arizona State Board of Pharmacy newsletters concerning his retirement as a compliance officer. We learn that prior to working in Arizona he used to perform similar activites for the state of Texas, where some of his work involved stamping out welfare fraud. The article also states that far from being "government run amok" his career represents a "a noble and necessary service to the public." He was succeeded at the Board of Pharmacy by Midwestern University grad Karol Hess.
There's also an Ed Hunter, registered pharmacist and alumnus, mentioned in the Fall/Winter 2016 issue of Interactions, the University of Houston College of Pharmacy newsmagazine. It states that Hunter graduated from the institution and had worked as a compliance officer with the Arizona State Board of Pharmacy since 1998. Prior to that, he has worked as a compliance officer for the Texas State Board of Pharmacy, a regional pharmacist for the Texas Department of Human Resources, and a community pharmacist. Curiously, it also mentions that his wife worked as the manager for the controlled substances reporting program for the Arizona State Board of Pharmacy.
So is it in the same guy? There are a lot of Ed Hunters out there but only one registered pharmacist with that name in the Arizona records, so it's not an unreasonable inference. There's no obvious clue as to why a former pharmacy regulator ended up volunteering for one of the veterinary board's Investigative Committees. One option is simply that he was a retiring regulator looking to help regulate once a month. Social media and events site 10times.com also has an account purporting to be Ed Hunter, "Retired Az State Board of Pharmacy Compliance Officer," with a single participant entry: The 2020 Rodeo Scottsdale event held during the Westworld horse show. That makes one wonder if perhaps he had other connections or interests in the animal or cattle lifestyle that led him to an investigative appointment back in the day. Who knows?
